Establishment of CAM

  Approved by the State Council, the China Association of Mayors (CAM) was established in August 1991.

Our Missions

  CAM’s mission is to serve the development of cities and to serve the work of mayors. CAM unites and organizes its members to study and implement the central government’s policies on urban development, carry out innovations in urban governance, raise the standards of urban governance, promote high-quality urban development in China and strive tirelessly for ensuring a better urban life for citizens.

Our Tasks

  ★To conduct research on common challenges in urban development and governance, and to provide suggestion and consultation for cities proactively or on request.

 ★To foster proper resolution of key challenges faced by mayors in their work by means of holding symposiums and delivering thematic reports to communicate with the central government and relevant ministries.

  ★To strengthen ties with foreign and international mayor associations and local government organizations, sharing the stories of Chinese mayors and cities and to help Chinese mayors and cities expand channels for international exchange and cooperation by organizing numerous events, including the German-China Mayors' Roundtable, the ASEAN-China Mayors' Forum, the China-Central Asia High-Quality Urban Development Forum, the Russia-China Mayors' Roundtable, and the World Cities Day Mayors' Dialogue.

  ★To provide various training program for mayors to help them gain a deeper understanding of the central government’s policies on urban development, update their knowledge and concept, and enhance their capabilities on urban development and governance.

  ★Since 2001, CAM has consecutively published the annual China Urban Development Report, which has gained significant influence both domestically and internationally. Concurrently, through conferences, its periodical and the online platform, the association facilitates information sharing and exchange of experience among mayors, thereby strengthening connections and cooperation between cities. The monthly journal China Mayors, which is the association's official publication, serves as a vital medium for mutual exchange and learning among mayors. It promotes the sharing of urban governance experiences and fosters collaboration among city clusters and regional cities.

  ★To undertake tasks assigned by relevant government authorities.

Our Members

   CAM is voluntarily joined by incumbent mayors and vice mayors of all the cities in China as well as district mayors and vice district mayors of the municipalities  directly under the central government. At present, CAM has about 6,000 members from 768 cities (districts）throughout the country. The Women Mayors Chapter under CAM joined by female mayors of China’s cities (districts) has about 900 members.

Our Leadership and Structure

   The National Congress of CAM, the highest authority, was held in August 1991, May 1996, June 2001, August 2006, May 2015 and November 2021. 

   The Council is the executive body of the congress. The 6th Council of CAM has 154 members, among which 45 are standing members. The mayor of Beijing serves as the President and the Minister of Housing and Urban-Rural Development of the People's Republic of China serves as the Executive President of CAM.
